Education:A Master’s degree in Social Sciences, preferably in Economics. Experience:Two years experience in monitoring, evaluation and research. Special Skills Required: Strong analytical, writing, presentation and interpersonal skills. Fluent in English and Urdu. Trained in Microsoft Word, Microsoft Excel & Microsoft PowerPoint

Purpose

The main responsibility of the Monitoring Officer is to use planning, monitoring and evaluation tools that would permit DPAP to effectively carry out its role of implementing the Programme, jointly with other stakeholders and the funding agency

Accordingly, the officer will provide information through the Manager Monitoring & Evaluation  to the Programme Manager and the funding agency, aimed at facilitating programme execution, seeking to identify in a timely manner both positive and negative factors, as well as trends and potential risks in the Programme´s context. He will also recommend steps for strategic adjustments and provide follow up to their implementation.

Responsibilities and tasks

The main responsibility of the Monitoring Officer is to use planning, monitoring and evaluation tools that would permit DPAP to effectively carry out its role of implementing the Programme, jointly with other stakeholders and the funding agency.

The Specific Tasks for the Monitoring Officer shall include the following:

  1. To design and implement an integrated planning, monitoring and evaluation system that will effectively serve the information needs of programme management and provide information for knowledge management purposes with other stakeholders;
  2. To advise the Manager Monitoring & Evaluation in the developing of a programme operational strategy for the long run, including elements for institutional strengthening and human resource development that would facilitate post programme sustainability;
  3. To assist Manager Monitoring & Evaluation in reviewing the previous year’s work plan results and preparing the new annual work plans and budgets and presenting them for approval by DPAP Management and for receiving no objection from funding agency;
  4. To advise the Manager Monitoring & Evaluation and the Programme Manager, on the basis of accurate and timely information generated by the M&E system, on project implementation and the achievement of results and issues, contributing to improved decision making and day to day management.
  5. To keep the Programme´s data and information up to dated with information regarding results obtained, specifically on input and outputs as they affect the target group, paying special interest to gender related information;
  6. To design and carry out Project Review at the end of the first quarter to assess if the planned component activities are responding to the original design and recommend adjustments if needed;
  7. To develop knowledge management activities, identifying lessons learned during implementation or successful innovations, and other information that could be shared with other programmes and institutions in GB;
  8. To establishing permanent communications with all stakeholders, assisting in setting up their reports to the programme, and in providing a participatory focus for capacity building in M&E;
  9. To bring to the attention of the Manager Monitoring & Evaluation any case where improper use is made of programme resources;
  10. To prepare for, accompany and follow up on funding agency’s periodic supervision missions;
  11. To assist in carrying out other duties as assigned by the management.
