About DPAP

DPAP is the successor of Northern Areas Development Project (NADP) jointly funded by GOP, UNIFAD and UNDP and started in 1998. The DPAP is incorporated as Non Profit Organization under section 42 of Companies Ordinance 1984 in year 2010.

The Diamer Poverty Alleviation Programme (DPAP), erstwhile Northern Areas Development Project (NADP), was launched to address the poverty issues at gross root level with in communities of Diamer District during 1998 and implemented till June 2009. It was a joint effort of the Government of Pakistan (GoP), International Fund for Agriculture Development (IFAD) and United Nations Development Program (UNDP) based on participatory development model for the first time in the history of District Diamer.

Initially the project had faced problems and resistance from different strata of the society due to socio-cultural and religious reservations and misperception among the society about project, which put the project under threat of huge social and technical constraints. To overcome these constraints the project management took a group consisting religious leaders, notables, social activists and GoP authorities on board during 2003 for direct consultation with Mulana Muhammad Taqi Usmani (Ex-Chief Justice, Islamic Court of Pakistan) at Karachi. He very kindly settled the misperceptions of the religious leaders regarding the project by issuing a written verdict, resultantly the project took u-tern from a problematic project in past into most successful one among the entire IFAD project currently operational in Pakistan.

The Diamer Poverty Alleviation Programme (DPAP) was established by the Government of Gilgit-Baltistan in 2010 and incorporated under section 42 of companies ordinance 1984 with the Registrar Joint Stock Companies as a non-profit organization.

DPAP is governed by 13 members Board of Directors with a chair and vice chair elected by the general body for three years term.

DPAP is the largest Programme in Diamer with a mandate to alleviate poverty by harnessing people’s potential and undertakes development activities in Diamer. The head office of DPAP is located in Chilas from where all the activities are in operation. DPAP is currently working with 14,350 households organized under 688 Community Organizations and Women Development Groups.
